Supplied English paraphrase of remarks attributed to CEC Gyanesh Kumar, 17 August 2025 — full wording not independently verified.
We have the world’s largest electoral roll, with approximately 900 million to one billion voters. We also have the largest election workforce and the highest number of people who vote.
In this context, to say before the entire media that, if your name appears more than once on the electoral roll, you must have voted twice and committed an offence is to label our voters as criminals. The Election Commission cannot remain silent while our voters are branded as criminals.
Either an affidavit must be submitted or an apology must be made to the nation. There is no third option.
Through you, I also want to make it clear that if no affidavit is received within seven days, it will mean that all these allegations are baseless. Anyone calling our voters “fake” must apologise.
