Twenty-one parliamentary seats

Memorial spending and a separate legal outcome
Institutional finding: CAG records an initial sanctioned outlay of ₹943.73 crore revised to ₹4,558.01 crore, with ₹4,173.57 crore spent by January 2014. It criticised controls, non-competitive consultancy selection and avoidable costs, and recorded recoveries and agency replies. This is not proof that the whole outlay was stolen. [opp-b-up-memorials]
Legal outcome: the 2012 Supreme Court judgment quashed a distinct assets FIR on the scope of the directions relied upon by CBI. It neither convicted Mayawati nor resolved every allegation about public expenditure. This edition does not declare an uninspected later proceeding pending, disposed or revived. [opp-b-mayawati2012]
A movement’s succession should be open to scrutiny
Attributed reporting: in September 2026 Mayawati appointed nephew Ishan as national coordinator after removing Akash; the report quotes Ishan’s promise to perform his duties honestly. Analysis: appointment of a relative is a valid subject of internal-democracy scrutiny. Proof of unlawful preference requires the actual selection rules and process, which the report does not supply. Representation is not a licence to stereotype believers
The memorial audit concerns public expenditure and commemorative works. It does not establish an attack on Hinduism or unlawful favour to a religious community. Analysis: evaluating appeasement requires an identifiable policy, beneficiaries and a defensible comparison. No authenticated anti-Hindu statement or discriminatory programme is added simply to fill this section. [opp-b-up-memorials]
The value of remembrance does not remove the cost question
Analysis: supporters may regard public memorials as recognition of historically marginalised leaders. That argument can coexist with demands for competitive procurement, cost discipline and credible maintenance budgets. CAG’s documented replies and recoveries matter when judging what was corrected. This history does not reduce a cultural dispute to an assumed personal theft. [opp-b-up-memorials]
Recovery followed by renewed exclusion from Parliament
Analysis: the 2014 zero, 2019 recovery and 2024 zero show that coalition context and constituency competition matter to representation. The results do not determine whether each change arose from candidate choice, organisation, vote transfer or dissatisfaction with leadership.
