Jammu and Kashmir Peoples Democratic Party
A party whose reconciliation programme and leadership continuity sit alongside a diminished governing position. Its claims about constitutional change, minority protection and public services require separate legal and delivery records.
Identity & faction boundaries
The party’s 2024 manifesto presents Mufti Mohammad Sayeed’s reconciliation legacy and identifies Mehbooba Mufti as president. It is a party account; its descriptions of the Article 370 action as illegal are not adopted as the legal outcome. [opp-a-pdp-manifesto24][opp-a-article370-judgment23]
Scope: Historical analysis from 2004 through the 11 October 2026 research check. The inspected episodes and source notes define coverage; gaps in a later docket, electoral edition or implementation record are disclosed. No overall factual verdict or party score.
Affiliations, with their dates
These are dated records, not a claim that every arrangement remains unchanged at publication.
Participant in the founding INDIA meeting; this historical affiliation is not a perpetual nationwide seat-sharing pact. [opp-india-formation][opp-roster-report]
At the release-time review, the inspected 2024 manifesto remains a distinct historical PDP platform. A current nationwide alliance arrangement or universal seat agreement with NC is not established by this record; no exact manifesto publication day is inferred. The election record
Five completed Lok Sabha cycles, followed by selected Assembly results. A predecessor is a separate party series. “Unknown” means this review could not establish the total; it does not mean zero.
| Election | Party identity / series | Seats won | Context & source |
|---|---|---|---|
| 2004 · Lok SabhaIndia | Jammu and Kashmir Peoples Democratic Party | 1 | Seats won at the completed general election, not present membership or an alliance total. [opp-eci-2004] |
| 2009 · Lok SabhaIndia | Jammu and Kashmir Peoples Democratic Party | 0 | Seats won at the completed general election, not present membership or an alliance total. [opp-eci-2009] |
| 2014 · Lok SabhaIndia | Jammu and Kashmir Peoples Democratic Party | 3 | Seats won at the completed general election, not present membership or an alliance total. [opp-eci-2014] |
| 2019 · Lok SabhaIndia | Jammu and Kashmir Peoples Democratic Party | unknown | Party-specific row not authenticated in the inspected edition; no zero or inferred total supplied. [opp-eci-2019] |
| 2024 · Lok SabhaIndia | Jammu and Kashmir Peoples Democratic Party | 0 | Seats won at the completed general election, not present membership or an alliance total. [opp-eci-2024] |
| 2024 · AssemblyJammu and Kashmir | Jammu and Kashmir Peoples Democratic Party | 3 | Three winners: Kupwara, Tral and Pulwama, in the complete 90-seat notification. The count is the election outcome, not a later membership total. [opp-a-jk-results24] |
Turning points
- Election
The parliamentary seat is not retained
The ECI national comparison records one PDP winner in 2004 and none in 2009. Zero here is an actual party result, not a missing-data substitution. [opp-eci-2004][opp-eci-2009]
- Leadership
A founder’s vacancy is filled by election
The official notification records Mehbooba Mufti winning Anantnag after the vacancy caused by Mufti Mohammad Sayeed’s death. A duly elected successor and the fairness of the party nomination are separate questions. [opp-a-pdp-by-election16]
- Governance
Preventive detention is challenged
Iltija Mufti’s filed petition identifies her as Mehbooba’s daughter and challenges the February detention order. Its criticisms are pleadings; they are not presented as court findings. [opp-a-pdp-detention20]
- Governance
A later manifesto must be read against the court decision
The Supreme Court upheld the abrogation outcome. The PDP’s later contrary legal characterisation therefore remains a political claim, while efforts to change constitutional arrangements require a stated lawful route. [opp-a-article370-judgment23]
- Religion
The reconciliation programme is restated
The manifesto proposes dialogue, Sharda Peeth access, Kashmiri Pandit rehabilitation and religious support, alongside service promises. No exact publication day is inferred from the document. [opp-a-pdp-manifesto24]
- Election
Three Assembly seats remain
The full official winner register identifies PDP victories in Kupwara, Tral and Pulwama. This establishes a limited Assembly delegation; it does not itself explain why voters supported NC or other opponents. [opp-a-jk-results24]
No manufactured corruption verdict
This inspected profile does not establish a personal corruption conviction of the party president. Analysis: a criticism of governing choices, a detention challenge and a campaign accusation answer different questions. No adverse finding is inserted merely to make the profile resemble a scandal dossier. [opp-a-pdp-detention20][opp-a-pdp-manifesto24]
Leadership continuity and the evidence still needed
The gazette records Mehbooba’s election after Mufti Mohammad Sayeed’s death; Iltija’s petition documents a daughter acting in the detention challenge. Analysis: family prominence warrants nomination and internal-election scrutiny, but family advocacy in a legal case is not itself nepotism. Comparative candidate-selection records were not inspected. [opp-a-pdp-by-election16][opp-a-pdp-detention20]
Hindutva criticism and Hindu rehabilitation promises coexist
The manifesto criticises Hindutva forces, while proposing Sharda Peeth access, temple facilities and Kashmiri Pandit return. Analysis: criticism of a political ideology cannot automatically be converted into hostility to every Hindu. Its dedicated Moharram funding proposal warrants an equal-treatment and budget test, alongside its other religious commitments. [opp-a-pdp-manifesto24]
A reconciliation platform needs powers, budgets and results
The manifesto promises utility relief, employment measures and dialogue. Analysis: the party should identify which measures fall within local executive power and how they are funded. Its constitutional claims must also acknowledge the contrary 2023 ruling. The platform is not a completed implementation record. [opp-a-pdp-manifesto24][opp-a-article370-judgment23]
Explain lost reach without making up voter motives
Three parliamentary wins in 2014 gave way to no winners in the full 2024 national declarations; three Assembly wins remained in 2024. Analysis: that reduced reach deserves an organisational explanation. The party’s dignity and reconciliation platform does not prove voter motives. Coalition choices, leadership and local performance need constituency and survey evidence. [opp-eci-2014][opp-eci-2024][opp-a-jk-results24][opp-a-pdp-manifesto24]
The 2019 numeric row remains unknown because original participation evidence was not authenticated beside the completed winner table. No zero is supplied from recollection.
